Joshua Bush spent fifteen years inside the organizations he now advises. He carried the P&L, ran the program, and answered for the number. He founded Seventh Counsel to bring that operating discipline to the problems leaders cannot delegate capital formation, government markets, contract and IP risk, and organizational turnaround. The practice runs the same play at every scale, from owner-operated businesses to billion-dollar institutions: find where the system loses money, momentum, or people, and fix it.

As Co-Founder and Head of Strategic Operations and Partnerships at Lola Vision Systems, a fabless semiconductor company building U.S.-made edge-AI silicon, Joshua spearheaded the company’s strategic partnership with SCALE, the nation’s largest microelectronics workforce development program.
The firm’s record runs at the same altitude. Joshua led a $150 million revenue realignment through a public-company IPO, directed a 5,000-patent freedom-to-operate review for a technology client, and onboarded 35 clients against a 77-client waitlist. For a fleet intelligence company, he supported a $7.7 million capital raise and directed the congressional engagement behind the company’s U.S. Air Force program.
Before founding the firm, Joshua was a senior consultant at Vertex, the corporate tax software provider serving more than 10,000 companies, where he led innovation and organizational development initiatives across offices in Chicago, Florida, Brazil, London, and the Netherlands and supported a healthcare pathway serving nine million veterans in collaboration with federal departments and agencies.
At Trek, he ran a $3.5 million P&L and a 22-person team through the cycling industry’s post-boom collapse, finishing top ten of 280 stores nationally. At Penn Medicine, he led the organizational and communication strategy for the launch of a $100 million facility and the relocation of more than 600 clinicians and staff.
Joshua holds a Master of Science in Organizational Dynamics from the University of Pennsylvania, an Executive Certificate in Design Thinking from Harvard University, and a Bachelor of Arts in Speech & Organizational Communication from Morgan State University. He is a Frederic Bastiat Fellow of the Mercatus Center at George Mason University.
